No, that section in INSTALL is obsolete. There is no need to protect the source like that anymore as redistribution is covered by the ECL-2.0 (a free/open source license).

We forgot to update the INSTALL file. As Ken points out in the previous post, the redistribution is covered by the ECL-2.0 license. Thanks for pointing this out.

This offending section has now been removed from the INSTALL file and the updated version checked in. This updated version will become available the next time we update the distribution on the download page.
