I have the same issue attempting to access the BSE today. I get a 503 error with the message "Service temporarily unavailable. The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later."
Hopefully it is fixed soon...
If you are in a pinch you maybe could consider using the old site that still appears to be operating (http://www.emsl.pnl.gov/forms/basisform-orig.html), although the data appears to be last updated in 2006.
