cc-PVTZ in Mn,P compatible to cc-PVTZ-pp?

Dear developers and users,

I noticed that the basis sets cc-PVTZ for manganese and phosphorus contain contributions of higher orbitals.
Are these compatible or comparable to the cc-PVTZ-pp basis sets of the heavier elements?
