Based on further searching, this is the cluster's kernel.shmmax:

sysctl kernel.shmmax
kernel.shmmax = 68719476736


Adding this to the PBS submit file and my .bashrc resulted in no change:

export ARMCI_DEFAULT_SHMMAX=6553
