polar first and polar scf in md

Dear all, Are "polar first" and "polar scf" actually working commands? If so, how should I use them? I searched the Internet it only gives me this thread: http://www.emsl.pnl.gov/docs/nwchem/nwchem-support/2006/08/0022._NWCHEM_Polar_command_in_M... but it is several years ago. Is polar obsolete or??
