The NWChem 6.8.1 Win32 zip file was uploaded on Github for limited used (during a NWChem tutorial)
We do not have many resources to fully validate NWChem in a Windows environment.
Since there is no workaround for your dplot issue, the recommendation I have for your Windows 10 box is to either install NWChem under Windows Subsystem for Linux (WSL) or in a Virtual Machine (e.g. Virtualbox)
